Jill Castilla is Chairman, President, and CEO of the 125-year-old Citizens Bank of Edmond and founder of ROGER, a digital-first military bank. In 2009, Castilla joined the troubled Citizens Bank of Edmond and led its turnaround without the ability to inject additional capital. Since then, she and the bank's employee-owners have built Citizens into a resilient, nationally recognized community bank. American Banker has twice recognized Citizens as a Top Team in Banking and named Castilla Community Banker of the Year.
Castilla has developed and deployed cutting-edge bank technology, including patented self-service cash and coin solutions for small businesses, patent-pending instantly completed/signed direct deposit forms, and low-cost interactive ATM systems. During the COVID crisis, she partnered with Mark Cuban to rapidly connect hundreds of thousands of small businesses and millions of American families with financial relief resources. During the SVB failure, Castilla became a national voice to calm depositors by showcasing bank liquidity options.
Drawing on her own military service, Castilla founded ROGER, a digital-first banking platform serving service members, their families, veteran and military spouse owned businesses, and military and veteran service organizations throughout the world.
Over the past year, Castilla has testified before the U.S. House Financial Services Committee, participated in the G20 Finance Ministers and Central Bank Governors Meeting and the G20 Financial Literacy Roundtable, keynoted major industry events, publicly interviewed some of the nation's most respected financial leaders, and been featured in finance's premier media channels. Castilla spent nearly a decade with the Federal Reserve Bank of Kansas City and subsequently represented the Tenth District on the Federal Advisory Council, advising the Federal Reserve Board of Governors alongside CEOs of the nation's largest financial institutions.
American Banker has recognized Castilla among the Most Powerful Women in Banking for 12 consecutive years, every year of her tenure as CEO. She was inducted into the Oklahoma Military Hall of Honor in 2025 and appointed a Civilian Aide to the Secretary of the Army in 2019, now serving as Emeritus. Castilla holds a BSBA in Finance from Hawaii Pacific University and a master's degree in economics from the University of Oklahoma.
Castilla and her husband are parents to two military officers and a college student.
